The only issue I can see is if the persons who are trying to use the site are not going to register for the next cycle or if their jobs change and they lose permission.

However, the permissions can be overridden by the master settings. Ok
The mandatory membership can be delayed till September 1st, by adding a popup and asking them to register when they log in for now. [when are they setup now?] these are setting that we need to document as a description on the master tools so that we know and we don't forget.
Also, the bug program should have a number for the issues so we can trace them.

If a person steps down to a lower role, in the next cycle. There primission will be set by the new role when that cycle becomes active.

Currently as soon as the new cycle becomes active, they are forced to renew before they can do anything else on the site.
